A small length of a straw or other tube-like guide will help to ensure that your coils remain a consistent length. Just insert an existing pine needle bundle into your guide and slide it along as you add new pine needles. Insert the new needles into the tube and you'll be assured that each coil of your basket is of a consistent thickness.
